It has become tougher for him to reach his targets. He has tried in various ways to convey benefits of his methods to people and show the ill effects that will prevail otherwise. Though he was not answerable to anyone in particular, his failures made him restless and more unproductive. Nothing seemed to budge. Since no straight forward path seemed to solve his problem, he started thinking at easier (shortcut) ways of stopping his rival to his own betterment.

Devil was laughing at God and his impossible targets of maintaining a floating population at heaven. Nobody can escape his clutches including God himself! If only God becomes more cunning, he could become his ally and together they can rule the world.
